The Global Market is locked until your Society builds a Spaceport. Spaceports enable communication and trade between societies and can be constructed from the Real Estate Market by players with Spaceport permissions — or by anyone in an anarchist society. You must use materials to build a spaceport, they cannot be bought outright.
